It's possible. Apple would just have to make a good deal with BMI and ASCAP to get things rolling. The songs should also be delivered in uncompressed AIFF format (or Apple Lossless for easier server loads).
Just a random thought I had this morning. Maybe I'll post more later when I've actually thought about it for more than three minutes. Most of that time was dedicated to making the graphic.
